Do I Need a Roadworthy Certificate in Victoria?

A Roadworthy Certificate (RWC) is required for most vehicle transfers and legal compliance in Victoria. This guide explains when you need one, when you don’t, and what’s included in an RWC inspection — written by licensed testers at StarTech Prestige.

If you’re buying, selling, transferring or defect-clearing a vehicle, this page will show you exactly what’s required.

When You NEED a Roadworthy Certificate in Victoria

In Victoria, you must have a current RWC for:

1. Selling a Car (VicRoads Requirement)

When selling a registered vehicle, you must provide the buyer with a valid Roadworthy Certificate.

2. Transferring Ownership of a Registered Car

Brands like Mercedes, BMW, Audi and Volkswagen typically use flexible intervals.
However, real-world Australian conditions (heat, stop–start traffic, dust) often shorten these intervals.

3. Re-Registering a Vehicle After It Has Lapsed

If the rego has expired, VicRoads requires an RWC before re-registering.

4. Clearing a Defect Notice / Red Sticker

Police or VicRoads-issued defect?
You need a roadworthy inspection plus clearance documentation.

When You Do NOT Need a Roadworthy Certificate

Victoria does not require an RWC for:

  • Selling an unregistered vehicle

  • Transferring an unregistered vehicle

  • Transferring to a dealer

  • Renewing your registration

  • Buying a car to use as parts only

Unregistered vehicles can be inspected for a Roadworthy upon request — but it is not legally required until you want them registered again.

What’s Checked in a Victorian Roadworthy Inspection?

A licensed tester will assess the minimum safety standards, including:

  • Brakes & brake performance

  • Tires & wheels

  • Steering & suspension

  • Lights, indicators & electrical

  • Structural integrity

  • Windscreen & windows

  • Seatbelts

  • Bushes, control arms & ball joints

  • Engine leaks (sweat acceptable, active leaks not)

  • Safety features & airbags

  • Road test

Note: This is not a mechanical condition report — only a safety standard check.

How Long Is a Roadworthy Certificate Valid For?

Your RWC is valid for:

  • 30 days from the date of issue

If you delay transferring ownership beyond 30 days, a new certificate is usually required.

  • 4x4 / large vehicles: $300+

Final pricing depends on vehicle size and complexity.
